Crisis Negotiation

To better address certain critical events affecting our citizens, the Rowlett Police Department created a Crisis Negotiation Team (CNT) in early 1998. Our team is comprised of department members serving full-time in other police divisions. All team members are certified to perform the duties of hostage negotiation and attend advanced training schools annually. All are members of the Texas Association of Hostage Negotiators.

Service Goal

The service goal of our CNT is to assist with a peaceful resolution of issues involving potentially violent encounters. Members respond to critical incidents such as:

  • Barricaded persons
  • Hostage situations
  • Suicidal subjects

The CNT also responds to any other situation in which the introduction of a negotiator could lead to the resolution of an incident without force.

Since both CNT and the SWAT Team's goals - the successful resolution of a crisis situation by peaceful means - are closely intertwined, the two units often train together.
