Why is the City of Rowlett switching to a new fee structure?

The City Council directed Staff to review the Storm Water Utility Rate assessment process in November 2016. This is a monthly fee collected for maintenance or improvement of City drainage facilities, defined under local government code chapter 552 – Municipal Utilities. The current fee is based on the number of water meters for a property.

Staff, assisted by a Freese and Nichols, Inc. has researched and evaluated alternate rate assessment methods. Research showed the most equitable assessment method is calculating the total impervious surface area by property to determine the Equivalent Residential Unit (ERU).

What can I expect to see on my residential utility bill?

The current monthly drainage fee is $5.50 for a single family resident and has been proposed to remain at the same rate.

Non-Residential Property

The current monthly drainage fee is $13.50 for all non-residential property. The proposed fee calculated at a rate of $5.50/4,000 sq. ft. of impervious area for each property.
