Bidding Parameters for Procurement

All bids and proposals are processed in compliance with Texas Local Government Code, Rowlett’s established purchasing policies and procedures, and Rowlett’s Financial Policy.

For procurements in amounts under $3,000

No quotes are required in this category but are recommended when possible. Orders may be placed directly with vendors by an authorized member of a department/division utilizing the procurement card or a field purchase order.

For procurements in amounts of $3,000 to $49,999.00 

At least three written informal bids/quotes are required in this category. According to state law, two Historically Underutilized Businesses (HUBs) are to be contacted. HUB vendors are obtained from the Texas Comptroller of Public Accounts website and sorted by commodity code. These purchases are awarded by the Purchasing Division staff and processed by means of a purchase order.

Become a Registered HUB Vendor on the Texas Centralized Master Bidders List (CMBL).

For procurements in amounts of $50,000 and over 

This category requires formal sealed competitive bids/proposals and are considered for award by the Rowlett City Council. These bids/proposals require advertisement in our legal newspaper, the Dallas Morning News, posted on the website in Purchasing under Current Bid Opportunities. Notices are publicly advertised for two consecutive weeks, with the first date of publication being at least fourteen (14) days prior to the opening date of the bids/proposals. Bid Documents are typically available for download by bidders on the Rowlett website under Current Bid Opportunities with the exception of construction bids that include plans. All formal sealed bids/proposals must be submitted on the City Request for Bid Document and submitted to the Purchasing office via email by the specified date and time. Late bids/proposals are not accepted.

Exceptions to the methods described within the bidding parameters are:

  • Insurance
  • Professional or personal services
  • Sole source procurement
  • Cooperative purchasing with other government entities from established contracts
  • Others as outlined in Texas Local Government Code
