Current Tax Rate Information

The current property tax rate of $0.710400 per $100 assessed valuation was set by the Rowlett City Council on Wednesday, September 20, 2023.  Of this rate, $0.531341 on each $100 valuation will provide revenue for maintenance and operations of the City government and current expenses thereof, and $0.179059 on each $100 valuation is reserved for the purpose of creating a sinking fund to pay the interest principal on all outstanding bonds of the City, not otherwise provided for.

Property Tax Exemptions

Listed below are the exemptions and the amount offered by the City of Rowlett. The exemptions must be filed with the appropriate Appraisal District. If the exemptions listed below are filed by May 1, the exemption will show on the original tax statement. If not, a supplemental bill will be mailed showing the adjustment, when it is received from the appraisal district.

  • Optional Homestead Exemption: You must own and live on the property on January 1 of that year. The Optional one (1%) percent or $5,000.00 is taken off the appraised value (excluding capped value, if any).
  • $30,000 Over 65 Exemption: This exemption is pro-rated if you turn 65 after January 1. This exemption amount is subtracted after the homestead exemption. This exemption can only be used on the homestead property.
  • $50,000 Disabled Person Exemption: Persons with disabilities may qualify for this exemption. An account cannot have both the disabled person and over 65 exemptions.

The appraisal districts approve all exemptions according to Texas Property Tax Code. Exemption forms must be requested through the appraisal district. Some exemptions must be filed each year while others are one time only. Please contact the appropriate appraisal district if you have a question or exemptions.

Payment Information

Each October, annual property tax statements are mailed to you or your mortgage company by Dallas County, not by the City of Rowlett. The City has contracted with the Dallas County Tax Office to handle property tax billing and collections for all City of Rowlett property owners in Dallas and Rockwall counties.

Upon receipt of your tax statement three convenient payment options are available to you:

  1. Pay by mail.  Make checks payable and mail tax payments to:  John R. Ames CTA, Dallas County Tax Office, PO Box 139066, Dallas, TX  75313-9066
  2. Pay Online.  You'll need your 17 digit tax account number. Visa and MasterCard credit cards and debit cards and Discover credit cards are accepted.
  3. Pay in person at any Dallas County Tax Office location. The closest office to Rowlett is located at 140 N. Garland Avenue, Suite 101, Garland, TX 75040. Hours of operation are Monday through Friday from 8:00 a.m. to 4:30 p.m. Payment by cash, check, or credit cards is accepted.

Payment Deadlines

Taxes become due and payable October 1 and are delinquent if not paid on or before January 31. A penalty is imposed at the rate of 6% on the first day of the month of delinquency and will increase 1% each month thereafter reaching the maximum of 12% by July 1. Interest is imposed at the rate of 1% on the first day of the month of delinquency and will increase 1% each month thereafter. Taxes that remain delinquent on July 1 will incur an additional penalty not to exceed 20% of the total taxes, penalties and interest due.

Business personal property taxes that remain delinquent on April 1 will also be subject to a possible penalty pursuant to Section 33.11 of the Texas Property Tax Code. That provision allows for an additional penalty of 20% of the total taxes, penalties and interest to defray the costs of collection.

Property Tax Appraisals

The Central Appraisal Districts (Dallas Central Appraisal District, Rockwall Central Appraisal District) determines the value of all taxable property within the City of Rowlett on January 1st of each year. The appraisal district must repeat its appraisal process for property at least once every three years.

Value Protest

The appraisal districts hear all protests on property value. If you disagree with your property value, you have until May 31st or 30 days from the date the notice was mailed (whichever is later) to file a protest. The State Comptrollers Office distributes a brochure giving information on many areas of the taxpayer's rights.
