In the 2018 CIP Bond Election, the citizens of Rowlett approved the reconstruction and widening of Miller Road from Dalrock Road to west of Chiesa Road. This project includes expanding Miller Road to a four-lane divided concrete roadway, with new sidewalks, street lighting, a new water main, underground drainage facilities, and a new traffic signal.
ProgressThe new water main was completed in October. The traffic signal at the Chiesa/Miller intersection has been replaced with a temporary signal located farther away from the intersection so that drainage work can proceed through the intersection without interruption to the signal operation.
With the road expanding to four lanes, existing utilities (such as telecommunications, power, gas) in the right of way needed to be relocated. The relocation by each of the franchise utility companies has taken longer than anticipated. Significantly, the overhead telecommunication wires could not be relocated until the overhead electrical power wires and poles were relocated by the electric company. Although it appears that work has stopped, we have been diligently working with the franchise utilities to facilitate relocation of their utility lines. These franchise utility companies have been onsite performing since the project began.
The next phase of construction is the installation of the underground storm drains, which is expected to commence by the first week of February. Actual roadway paving will start after the storm drains have been installed.
The project is anticipated to be complete by December 2023, which is consistent with the original contract completion date.
