Miller/Chiesa Intersection Reconstruction

Miller and Chiesa Road intersection closure

The construction work on the westbound lanes of Miller Rd and the northern segment of Chiesa Rd is completed, and the traffic pattern will be changed to construct the eastbound lanes of Miller Rd. To complete the earthwork preparation and concrete paving of the eastbound Miller Road lanes and the southern segment of Chiesa Road, the contractor for the Miller Road WidMiller Road project mapening Project will be closing Chiesa Rd south of the Miller Road & Chiesa Rd intersection beginning Tuesday, November 7. 

  • Phase 2 construction will start on Tuesday, November 7. If weather permits, Chiesa Rd south of Miller Rd will reopen in 12-13 weeks, and the anticipated total construction completion date is June 1, 2024.The traffic patterns will allow two-way traffic flow east and west on the new pavement on Miller Rd through the intersection. East and west through-traffic will be given priority.
  • Dedicated left‑turn lanes on Miller Rd, in both directions, will not be available, to accommodate the two-way east-west through‑traffic.
  • Eastbound traffic on Miller Rd will not be permitted to turn right onto southbound Chiesa Rd (controlled by both a sign and barricade) because that portion of the intersection will be closed and under construction.
  • Eastbound traffic on Miller Rd will not be permitted to turn left onto northbound Chiesa (controlled by sign) because, to maintain through‑traffic, no dedicated left‑turn lane will be made available.  These left‑turn movements, if permitted, will cause undue traffic delays.
  • Southbound traffic on Chiesa Rd (North of Miller Rd) will be able to only turn right onto westbound Miller Rd, or left onto eastbound Miller; through‑traffic to continue south on Chiesa will not be permitted by placement of barricades and signs.
  • Detours for southbound Chiesa Rd towards Dalrock Rd will be routed eastbound on Miller Rd to southbound Dalrock Rd. Southbound Chiesa Rd towards the lake will be routed westbound on Miller Rd to CA Roan Dr South.  Local traffic has many options available on Miller Rd between the Lake & Dalrock; sidestreet access will be maintained throughout construction.
  • Residents on Chiesa Road (south of Miller Road) will have 24/7 access to their homes.
  • The traffic signal will be re‑timed accordingly to accommodate the traffic movements described above.

PROJECT SCOPE - posted in August, 2023

To facilitate the earthwork preparation and concrete paving of the westbound Miller Road lanes and the northern segment of Chiesa Road, the contractor will be closing the existing Miller and Chiesa Road intersection on Monday, August 7 for approximately 12 weeks (weather permitting). 

 Miller Traffic Control 1Phase 1 (approximately 12 weeks)

  • Two-way traffic will flow east and west on Miller Road through the intersection on a temporary asphalt‑paved lane.  East and west through‑traffic at the intersection will be given priority.
  • Dedicated left‑turn lanes on Miller Road, in both directions, will not be available.
  • Eastbound traffic on Miller Road will be unable to turn left onto northbound Chiesa Road because that portion of the intersection will be closed and under construction.
  • To maintain through‑traffic and avoid undue traffic delays, westbound traffic on Miller Road will be unable to turn left onto southbound Chiesa Road.
  • Eastbound traffic on Miller Road will be able to turn right onto southbound Chiesa Road.
  • Northbound traffic on Chiesa Road will only be able to turn left onto westbound Miller Road, or right onto eastbound Miller Road; through‑traffic to continue north on Chiesa Road will be closed.
  • Detours for northbound Chiesa Road towards SH 66 will be routed to northbound Dalrock Road.  Side street access will be maintained throughout construction on Miller Road between Chiesa and Dalrock Roads for local traffic.
  • The traffic signal will be re‑timed accordingly to accommodate the traffic movements described above.

 

Miller Traffic Control 2Phase 2 (approximately 12 weeks)

When the westbound lanes of Miller Road and the northern segment of Chiesa Road are completed and opened, the traffic patterns will be flipped to construct the eastbound lanes of Miller Road. Phase 2 closure will also last approximately 12 weeks (weather permitting).

  • Two‑way eastbound and westbound traffic on Miller Road will be routed to the new concrete lanes, with through‑traffic at the intersection given the priority.
  • Left‑turn prohibitions will remain, but in reverse as described for Phase 1 above.
  • Westbound traffic on Miller Road will be able to turn right onto northbound Chiesa.
  • Southbound traffic on Chiesa Road will be able to only turn left onto eastbound Miller Road, or right onto westbound Miller; through‑traffic to continue south on Chiesa Road will be closed.
  • Detours to Dalrock Road will remain in effect.  Local traffic will have access to side streets.
  • The traffic signal will be re‑timed accordingly to accommodate the traffic movements described above.
