Welcome to Rowlett, Chief Denning! On Monday, we welcomed Rowlett’s new Chief of Police, Michael Denning. A seasoned law enforcement professional with over 23 years of experience, including more than ten years in supervisory, management, and command positions, Chief Denning comes to Rowlett from Henderson, Nevada, where he most recently served as Deputy Police Chief. Henderson is the second largest city in Nevada with a population of over 350,000 residents and a police department with 480 sworn officers and 220 professional staff employees.
“Michael is an exceptional leader with a proven track record of accomplishments,” said City Manager Brian Funderburk. “His experience working with a broad range of stakeholders to provide exemplary public safety services will serve the Rowlett community well.” More info…

City Council Adopts Fiscal Year 2023 Budget and Lowers Tax Rate by 6 Cents! This week, the City Council unanimously adopted the City’s annual budget for Fiscal Year 2023. The budget includes 8 new police officers, enhanced landscaping for downtown and HWY 66 medians, a new fence for the Wet Zone, and much, much more! While Rowlett residents can expect to pay higher property taxes due to increased assessed values, the City Council was able to lower the City tax rate from $0.74500 to $0.68100, the lowest rate since 2005. Due to a 13% increase in the cost of water purchased from the North Texas Municipal Water District, there will be an increase to utility rates. Residents using an average of 7,500 gallons will see an increase in their water rates of 1.8%, which equates to about $2.21 per month. Additionally, inflationary factors in both the Consumer Price Index and diesel fuel rates have increased our solid waste contract with FCC to its 5% max escalator. This results in an increase to residential rates by 3% and commercial rates by 5%. For residents with a single polycart, this will equate to approximately $0.67 per month. These new rates will go into effect on October 1, at the start of our new Fiscal Year.

Safety Improvement Work Begins on the Dalrock “Curve” September 29

Safety improvements meant to slow traffic coming into the curve on Dalrock Road just north of the Princeton Road split will begin Thursday, September 29. The project is anticipated to last approximately 2 months. During this time, the northbound lane of Dalrock Road will be closed and vehicle travel in that direction will be detoured, please see map for the route. National Night Out in Rowlett is Monday, October 3 The Rowlett Police Department invites you and your neighborhood to participate in National Night Out! Residents throughout the community are encouraged to turn on the porch light, lock the door and gather with neighbors to show unity against criminal activity. Many neighborhoods plan special events such as block parties and cookouts. If yours is one of those, the Rowlett Police, Fire, Parks & Recreation, and Public Works Departments would love the opportunity to drop in and visit with everyone. They can bring the SWAT vehicle, squad cars, fire engines, large construction vehicles and more for kids (and adults!) to climb on, into and enjoy. Police Recruits Training Continues

Police recruits are hard at work learning the various aspects of police work. Currently, they’re covering material derived from several modules in our control and arrest tactics training. This includes policy reviews, basic handcuffing, advanced handcuffing, basic strikes/kicks, defense techniques, SPEAR techniques, Escorts/Takedowns, Weapon Protection/Retention, and escapes from mount and guard positions. Orientation training is finalized with either a skill and fitness level performance test (referred to as a gauntlet) or through a real-world fight scenario. These are not pass-or-fail tests – they show the student their own capability and how to use the training they’ve received in a stressful situation.

Congratulations to Recent GED Graduate Jacqueline Persley! Jacqueline entered the Library’s GED program in March 2021. Her sessions with tutor Denis Rottler were all conducted via Zoom. In fact, the first time she and Denis met in person was at her graduation ceremony! Jacqueline’s drive and determination, along with Denis’s iPad and Apple Pencil, pushed her to continue studying despite her busy schedule as a mom of 4 kids with several part-time jobs. Lakeland Heights Neighborhood Reconstruction
Tiseo Paving Company was able to pour the east half of Smartt Street late last week. This week they were able to pour the west half of Smartt Street. All street paving on Smartt Street has been poured, and the road is expected to be reopened next week

Miller Road Paving, Drainage and Utility Improvements
Tiseo Paving Company’s utility subcontractor continued working on moving all water services on the old 8” water line over to the new 12” water line. Work has been slow due to the age of the existing water lines.

Alley Reconstruction
Schrade Rd/Cousteau Dr, Cousteau Dr/Calypso Dr, Starboard Trail/Martha Ln Texas Civil Construction finished pouring all of the concrete in the Martha/Starboard alley. They began installing flex base in the Cousteau/Calypso alley.
