City Manager Announces Retirement 

After nearly 20 years of service to the Rowlett community, and almost 40 years in local government, this week City Manager Brian Funderburk announced his decision to retire on July 12, 2023. Throughout those years, Brian has been instrumental in guiding our community through significant growth, events, and enhancements.

When he began his tenure with the City in 2003, Rowlett had a population of just over 45,000, annual sales taxes of under $3 million, and Main Street was a tiny, two-lane barely drivable road. Today, Rowlett’s population is nearly 70,000, annual sales taxes exceed $8 million, Main Street has been beautifully transformed into a dynamic community gathering place, and our City is benefitting from new jobs and economic opportunities.

Brian also offered steady leadership as the City navigated significant challenges affecting our community, including the Great Recession; an extended drought from 2009-2015; the severe winter weather event so aptly nicknamed Icemageddon; and a world-wide pandemic. And let’s not forget the December 2015 tornado and our City’s resulting years-long recovery. We appreciate Brian’s dedicated service to our citizens and staff, his exemplary leadership, and wish him the best in his well-deserved retirement!

“I am so proud to have served the Rowlett organization and the residents of this incredible community for nearly 20 years as Chief Financial Officer, Assistant City Manager and City Manager,” said Brian. “The people I have met and the friendships forged along the way serve as constant reminders of why the decision my wife, JoAnn, and I made all those years ago to move here was the right one. I am so blessed.”

This advance notification provides the City Council with adequate time to recruit and hire a new City Manager, this process will begin immediately.

Municipal Courts Week

This week, we celebrated our dedicated Municipal Judges, Court Clerks, Court Administrators, and Marshals, joining communities throughout Texas in showing appreciation for the dedicated personnel who comprise the Texas municipal courts. Municipal Courts Week is a great time to recognize the important role local courts and their personnel play in the criminal justice system and the larger community. We are so grateful for this team who works tirelessly to promote public confidence in the integrity and impartiality of the Judiciary.

Food for Fines

During the month of November, patrons may donate non-perishable food items to waive fines off their accounts. For each package of food donated, the Library will take $1 off patron fines. This only applies to fines for late materials; it does not apply to fees from lost or damaged materials. Collected items will be donated to local food pantries.

Rosalee is a very sweet girl but very shy. She is cat- friendly.  Rosalee was pregnant when she came to the shelter in June. She had her babies while here and watched them all find great homes. She is now ready and waiting on her furever family. If you would like to meet Rosealee or any of the other adoptable animals, please contact  Animal Services at 972 412-6219.

Is this a code violation?

Rowlett Code of Ordinances, Chapter 78-121, Subsection 302.11 states It is an offense to allow the obstruction or encumbrance, entirely or in part, any portion of any public street, alley, sidewalk or parkway area in the city with any item, whether temporary or permanent, including, but not limited to, lumber, boxes, firewood, posts, fences, and vehicles, unless expressly authorized by city ordinance.

Exempt from this prohibition are trees, shrubs, landscaping, bike racks placed in the right-of-way by the city, bike racks placed in the right-of-way by a developer as required or permitted by the city, and mailboxes located in the parkway area that are maintained in compliance with other city ordinances, rules and regulations. More info or submit a request concerning a code violation...

Lakeland Heights Neighborhood Reconstruction

Tiseo Paving Company is finishing up the demolition of the north half of Leanne Lane and starting subgrade preparation. Their flatwork subcontractor continued pouring sidewalks on Lisa Drive and began pouring sidewalks on Smartt Street.

Alley Reconstruction: Clydesdale Ct/Stallion Cir & Stallion Cir/Katy Park

GRod Construction, LLC is working on disinfecting the water line in the Stallion/Katy Park alley so it can be put into service.

Dalrock South Curve Improvements

GRod Construction, LLC completed building the new shoulder and milled a section of the main travel lane in preparation for the paving operations, which are scheduled to begin Monday. They completed adjusting the two sanitary sewer manholes to grade.
