Yes, but there are specific requirements which must first be met. The relevant Texas law regarding electric scooters may be viewed in its original format as approved by the Texas legislature by viewing Transportation Code Section 551.301.

Sidewalks and roadways are available for use by scooters with a motor size less than 40cc. Scooters may only be operated on roadways with a posted speed limit of 30 mph and lower. For the purposes of this law, motorized scooters with engines greater than 40cc capacity will be regulated under the same laws as motor vehicles. Municipalities are given the privilege of further regulation, and such an ordinance has been enacted by the Rowlett City Council.
